Vsync is disabled in the NVIDIA control panel. It doesn't work while playing. I've checked gsync settings, but the issue persists. Frame rate remains unaffected. High performance power isn't being limited. Lost.

Have you attempted removing the GPU drivers and then trying to reinstall them?
