Opt instead of turning off Turbo, open the ThrottleStop TPL window and adjust the Speed Shift Max setting. This gives you full control over your CPU speed without locking it down. If your CPU remains free, switch to the FIVR window and tweak the turbo ratio limits to suit your needs.
