I've just installed a top-tier machine featuring an EVGA 2080Ti Black, R9 3900x, and 32GB of G.Skill RGB 3200Mhz RAM. After trying to activate XMP, it wouldn't work at all, so I had to reset the CMOS to restore functionality. I believe the system is strong enough for XMP support, as demonstrated by a friend who got similar performance on a more affordable PC. Any suggestions?

Absolutely, just remove it. I've noticed more complaints about XMP creating issues than it resolves. If it fails, turn it off.

Are you asking about a configuration of 4x8GB RAM or 2x16GB? If it's 2x16GB, place them in slots 2 and 4. For 4x8GB, expect stability issues and consider raising the SOC voltage to 1.1.
