XMP doesn't affect RAM speed.
When I turn on XMP, the system doesn’t adjust the RAM speed. This causes my computer to repeatedly fail to boot before starting. I increased the DRAM voltage and set the speed manually to 3600MHz, but it didn’t help. After updating the BIOS, boot time now takes about five minutes, and XMP plus other settings still don’t affect the RAM speed. I’m hoping for a smoother boot and stable speed. Can we achieve stability by lowering the step size to around 3200? Let's test that value.
The performance remains constant. I've had good luck sometimes getting it to run at 3200 with XMP enabled. Activating XMP brings it back down to 2133mhz, but I can't adjust the RAM again. Changing the speed manually doesn't help with any of them.

I'm really disappointed I repeated myself. A QVL is the vetted vendor list showing all the RAM that has proven to work at the claimed speeds for that particular motherboard.
The information isn't listed on the QVL, yet no speeds below 4400 are available. Does this suggest you should use DDR5? It seems tricky since one drive is limited by your cooler and you're not keen on removing it.
