I understand I'm a bit delayed in the discussion, but I'm using the same board and memory settings that caused the issue. I'm not very familiar with this topic, so I'll follow the same steps as before and see what happens. Unfortunately, it seems the solution isn't working as expected, and I might have to return the board.
The comment won't appear to anyone, but I figured out how to fix it. In the DRAM area of the OC tweaker, Asrock has turned on a memory boosting option by default (you might have missed the name but it's usually at the bottom). Turn it off and it will revert to the correct settings automatically. Let me know if you need more details!
