Intel Xeon PHI is no longer supported by Intel. You can still run applications using Node.js and PHP, but you may need to adjust configurations or workarounds. There are no direct methods to modify Node.js or PHP internals for this purpose.
I believe Xeon Phi is reaching its limit. It seems unlikely they'll release any updates, and Knights Hill has been dropped as well. Are you looking to run a server on Xeon Phi? That doesn’t sound like the right fit.
