I assembled a fresh PC mainly for machine learning, with gaming as a secondary interest. I own a Titan Xp 128GB with 3200MHz RAM and a 14-core E5-2683 v3 processor. The issue arises when launching GTA V because the game claims my CPU doesn’t meet the required specifications. Is there a workaround to bypass this? Despite the base clock being just 2.0 GHz, the multi-core design and hyperthreading provide sufficient performance for GTA V.

The budget starts at $1,200 for the GPU and goes up to $1,800 for the CPU. What’s the limit?

I purchased the CPU for $350, it hasn’t caused any problems (besides that one), and it delivers significantly better performance compared to a 6700k at the same cost.

Change the system settings to mimic another processor and enable turbo boost to around 3.00 GHz. Adjusting the base clock may help, though reaching 2.4 GHz is unlikely.

multithreading isn't a mystery; it has limits on how many threads a game can handle. I ran some tests with Cities:Skylines and found that beyond four cores, the benefits started to drop sharply.

At a 2.0Ghz clock speed, it seems they might not be performing the required computations from GTAV's engines. Instructions are mainly useful for multi-core CPUs.

If you try a CPU just under the limits, expect poor frame rates or instability rather than a clean shutdown. Reinstalling and re-downloading from Steam can help, but it may not resolve underlying compatibility problems.

Typically, games perform poorly or fail to launch when specs are below the recommended level. Your Xeon only reaches 3.0 when just a single core is engaged. The highest number of threads I've observed for GTA5 is 10.
