It's worth noting that pushing these components beyond their limits isn't the same as optimizing a modern CPU. Most Xeon models, with a few exceptions in the W series, come with fixed multipliers. The 5670 is constrained by its uncore, though not severely (I suspect many unlocked units don't push cooling too far). Still, jumping from 3 GHz to 4.2 GHz is a significant jump—mostly determined by the GPU, not the CPU itself. I'm still using 1080p.

BCLK OCing is a topic discussed since at least X99, aiming to maintain PCIe at 100Mhz. I haven't tested X299, so I'm unsure how it performs with that setup. Recent designs tend to rely more on multiplier OCing, while X58 emphasizes BCLK adjustments. Most systems settle around 4.4-4.5 if you can run 1.4v through them. I tried my X5675 at 1.45v for several months without problems, though the environment was very cold. Temperatures stayed between 3.2-3.7°C, which is quite low. CPU silicon variations play a big role here—1080p tends to be more demanding, making the performance challenges more apparent. Many units use sport dual sockets, and it seems some can still tweak BCLK via tuning tools (just a name forgotten).

Most affordable server RAM is designed exclusively for server boards (Intel 5520 chipset, not X58). ECC requires a CPU that supports it (Xeons do), and a board that does (X58 boards don’t). ECC unregistered should function on X58 boards, though it won’t use the ECC features. Still, ECC unregistered is typically pricier than a standard DDR3 kit (just steer clear of Corsair RAM; their Vengeance line is decent, but my HyperX options are more reliable, and others report similar results with Corsair’s Vengeance series for both DDR3 and DDR4).

The 3300X offers a single core score matching that of a 9900K. A 3100 wouldn't be significantly lagging unless its clocks were much slower. UserBenchmark is known for strongly favoring Intel, sometimes bending or adjusting benchmarks to give themselves an edge, even going so far as to be quite critical about CPUs. It's understandable for someone with personal tastes, but for a site aiming for the most neutral comparisons, it falls short.
It's a good CPU choice with an DDR3 mainboard. The I7 4930K is a solid option for performance.
