The fans kick into high gear for roughly 15-20 seconds, similar to when launching a browser or just sitting idle. I've updated the BIOS and changed the fan settings, but it's not solving the problem. I haven't swapped or cleaned the cooler yet. Temperatures are normal. What might be behind this issue?

It might be that your fan speed is too low, something I've noticed with certain airflow fans before—they switch from a lower to a higher speed once the PWM signal drops below 5%. Some fans also seem to do that. Additionally, your fan speed sensor could be faulty, possibly due to electromagnetic interference or defective components. When the motherboard detects unusual fan behavior, it may try to adjust the speed to compensate.
