Check your other components first. It might make sense to hold off on the X570 passive cooled boards until they’re released. Prices for active cooled models could drop soon, so keep an eye on that.

It's not necessary at all. The chipset fan rarely activates on the latest X570 boards, in fact. It was originally required for performance reasons, but usually the chipset stays cool enough without it. If it did get hot enough to need cooling, it would point to poor case ventilation, which should be addressed.
