In my mind, there’s just one X570 model without a fan. That’s not true. It comes with its own special fan. I don’t have the temperature reading, sorry. People say X570 fans usually run infrequently.

Yes there is a fan on the motherboard, it is very clearly visible. As far as I know the fan is now added to X570 motherboards as PCIe 4.0 lanes run hot due to higher bandwidth, that being said there are no PCIe 4.0 GPU's yet so I'm not sure if this is yet applicable. Fan would likely be controllable anyways.

The idea exists with a specific number—5700. It won’t overload the PCIe 3.0 slot, meaning it’s mainly useful for preventing PCIe 4.0 from being converted to PCIe 3.0. It sits at a very precise boundary.

The fan activates mainly when PCI-E Gen 4 SSDs are present and you perform benchmarks or stress tests, as seen with Crystal Disk Mark using two Gen 4 SSDs. Outside those scenarios it stays off most of the time, around 99%.
