Hello fellow PC enthusiasts, I’m trying to explain my current situation. I have an AsRock x299 Taichi board with 32GB Corsair RAM, an i7-7820X CPU, and a GTX 3060. I recently purchased this from a liquidator at a reasonable price. When I first booted up, the system would freeze on Boot Code 00. I checked the code and it indicated the CPU wasn’t detected. Fortunately, a friend with a similar setup swapped his i7 in. After installing his CPU, the system would start but then shut down repeatedly. I tried reseating the RAM, booting with one stick in various slots (none worked), used four different power supplies—including a new 1000W Corsair unit—and even flashed the latest BIOS. Despite these efforts, the components behave unpredictably. I’m starting to suspect the motherboard might be dead, but I still need some advice before making any decisions.

you've got it right for a solid hold. it seems like a dead mobile, though it's hard to say for sure. i'd remove anything that isn't essential and look for shorts just in case they're causing the problem.
