My current setup includes: a Ryzen 9 3900X, an RTX 2070 super (planned to replace with RTX 5070), two 8GB DDR 2666 RAM modules (to be swapped for 32GB), four SSDs, a 7200 RPM hard drive. I’ll upgrade my CPU and motherboard later, but for now, will I be able for the new GPU?

yes, but it's not the best idea to boost your new 500 dollar video card with reductions. also, pre-ATX 3.0 power supplies aren't the most suitable for handling power spikes from 5xxx series nvidia cards. that said, your power supply has enough wattage and quality, and should work well with your system without problems. as long as you don't opt for x80 or x90 class cards, you should be okay.

I'd like to wait until I have everything before buying all at once, but the current RAM shortage and potential GPU shortages are pushing me to buy in stages.
The cable I suggested works best without purchasing a complete PSU. The adapters provided aren't reliable, and these cables should not be bent close to the connector—maintaining at least 4cm from the bend is essential. Failure can occur if bent near the connection point, which is why the adapters are discouraged. If Nvidia had made longer adapters, they would have been more suitable.
