I just tested my computer's Benchmark and noticed the graphics card was underperforming along with the whole system. I questioned whether overclocking would provide enough improvement to avoid underperformance. With a 500 Watt PSU, I'm unsure if it's the best option because of the power limitations. Do you have any advice on what to do?

Check out the Seasonic Focus Plus lineup. Corsair's RMx collection is also excellent. I have a build that's quite similar to yours (except for the 2080Ti), and I'm using a 750W Focus Plus Gold from Seasonic. It might be a bit too much, but it should last a long time.

I didn't need to scroll past two of your parts. How does it work with a 500W PSU? I'd expect something like a 650W or higher.
In BIOS, turn on the XMP profile.
Make sure you have the latest graphics driver from Nvidia's website.
Stop all background processes (18% is quite high).
Run this test again.

Reminder - consider replacing the PSU and adding an M.2 NVME for this unit.

. Definitely an improvement but still could use work. I ordered a 700W PSU hopefully that will do the trick.

The issue goes beyond mere power consumption; it's about the overall quality. A "700W PSU" is no more impressive than a four-wheeled car.
