I recently installed a new PC build from microcenter and am seeing noticeable texture pop in issues and LOD details. For instance, switching weapons in Darktide now takes a second for textures to load completely. In other games, distant objects either vanish or use low-detail textures.

My system has a 14900k undervolted with PL1 and 2 set to around 250w using XTU. I’m wondering if this setup might cause similar problems and what steps I could take to resolve them.

Changes in the standard operation of our hardware might lead to unusual problems. For your particular situation, I haven’t encountered this before. It’s straightforward to resolve by restoring the BIOS to its original settings.
