I have a h55 that wasn't installed yet (it was a gift),
I own an 212 evo,
And I'm planning to install an i5-4690k soon, with an i7-4790k coming later.
I want to overclock!
Is it worth spending over 75$ on the x61 for the h55?
What should I do... install the h55 or buy the x61?

It depends on how much you want to push the overclock. I remember reading that dual radiator setups (over 239mm) are needed for noticeable gains with aftermarket air coolers. Try to find what you can achieve with just the 212 EVO. If you're close, skip the X61; otherwise, it might be worth considering the X61.
