I'm disputing this claim. Running a game on an SSD significantly improves load times. The issue isn't related to the CPU; it's due to the slow performance of the hard drive itself.
I also have an SSD in my system, which is 240GB, so I believe I could store the game there to test it out.
loadtimes would mean slower storage performance. OP is pointing out issues beyond just storage. This is OP highlighting bottlenecks, keep in mind FX CPUs are problematic even with an I3 being preferable to an FX CPU.
They inquired about reducing load times. I don’t recall them mentioning bottlenecks at all. Also, the FX series CPUs aren’t a solid choice but they don’t cause GPUs to bottleneck as much as you think. The FX 8350 can maintain 60 FPS smoothly in games that aren’t CPU-heavy.
