It seems like this was merely a CDPR attempt and a lighthearted joke aimed at the rest of the industry. They selectively labeled portions of the game "marked" as DLC and distributed them to everyone just to make a statement.

I share your thoughts. It’s an effective method to capture attention and maintain interest until the release. The DLC seems modest in scope; perhaps they simply integrated it into the main game. Considering the current "AAA" video game industry approach promoted by EA, Ubisoft and Activision, I find this acceptable.
