It'll be quicker to download, though you can't be sure it's safe. My upload rate matches yours, so sending the ISO isn't really necessary.
Among all the ISOs from Dreamspark, Vista Home Premium isn't one of them. I own Business and Enterprise instead.
You're concerned about the legality of distributing your 32-bit disc. That's a valid worry.
