I've faced similar issues with Windows updates for two months. No update needs a restart to install, and I've tried various fixes including a repair install, but nothing resolved the problem. Would you like some alternative suggestions beyond a full reinstall?

Have you checked Microsoft Fix It or SFC/SCANOW? Do you see any error messages during installation?
