Windows 10 attempted an update when I powered on my PC. It reported a failure to update and suggested reverting changes. After restarting, the screen displayed a black background with the Windows logo and a spinning dot loading wheel. Once the system stabilized, it remained in that black state. I can move the mouse, but the cursor stays as the blue loading wheel. I’m unable to access my PC. Help needed. Edit: I was able to boot into recovery mode or repair mode and received a similar message (Image 2).

Installation can be done via USB on another machine. You won’t need to access the operating system for a clean Windows setup. Otherwise, everyone would have to discard their computer each time an issue arose with the OS.
Windows isn't working properly. The repair tool doesn't help. You should reinstall Windows 10. It's really frustrating, but that's the fastest way to fix it. I've experienced this many times before. You can restore Windows in roughly an hour by downloading a fresh ISO file from the official site and installing it on your USB drive. Just boot from the USB afterward. You'll need at least 8GB of storage space. This method won't erase any files, but you'll need a separate working computer to run it. There are other troubleshooting options available, though most don't work as effectively as this one for me.
It happened on my Asus laptop recently. I tried to force an update via Windows Update, which fixed the issue. After that, I let Windows update itself, and now I’m running Windows 10 1803 smoothly.
