I set up Windows yesterday, now I need to upgrade but it’s paused at 30% during the setup wizard (I’m updating via settings). It seems to be stuck for about an hour or two.

Are the animations active? Those circular elements are still in motion. If they're not, it's likely you need to restart and try once more.

It's refreshing while I'm using the computer, so it appears as a toggle in the settings. Also, it just displayed an error message and now I have to click "try again."

This method isn't effective; use the USB and media creation tool properly.

Here are several options you can consider:
1. Experiment with the Troubleshooter tool
2. Apply System Restore to revert and uninstall a faulty update
3. Perform a malware scan on your PC
4. Clear all files from the Software Distribution folder
5. Adjust your DNS settings via Network and Sharing Center
6. Upgrade to a new Windows version
For more details, refer to the guide provided.
