I've been trying to resolve issues with Nexus Mod Manager on Windows 8.1, specifically when installing .NET Framework 4.5.2. The problem started after the game selection prompt and affected certain Bethesda titles like Witcher 2, Starbound, and Dragon Age. I also encountered crashes with Fallout 3, New Vegas, Skyrim, and Oblivion. The manager would freeze at around 60-75% during the start animation. I've used versions 0.60.0.4a and 0.53.2, performed uninstalls and reinstalls, and even tried a factory reset of the Windows.

Don't use NMM . Use Mod organizer it's much, much better.

I don't have a fix for your issue, but have you thought about trying mod organizer? Many users, including me, find it significantly improves the experience for Bethesda titles. It does have a steeper learning curve compared to mod manager.

Could you try using NMM format installs for mods from the site? You mentioned it worked when installing via 7z.
