I went through the instructions in this article: Each time the computer starts it reports a temporary page file issue, and that page file appears to be zero. The system's performance is poor (no page file available), which causes games to fail and trigger memory errors.

Windows has always prohibited the creation of a page file on external storage devices.

Windows has never permitted a page file to reside on external media.
I concur. It was consistently stored on the C: drive. OP might be referring to DOS page files or "RAM drives," which were permitted on different drives apart from C:. However, I think these were created using third-party tools rather than standard MS-DOS.

Windows To Go was never meant to be used in the manner you're using it. It was meant for IT departments to have some Windows to boot to without installing it so they can do their IT things on the target computer.
So honestly, there's no fix. You're using the wrong tool for the job.
