A few weeks back my computer began acting odd: whenever I opened a new app or tab (I use Brave Browser), it would keep loading without progress, and any attempts to check settings or Task Manager resulted in nothing opening. Even though the Task Manager showed minimal activity—CPU at 3%, RAM at 20%—and disk/GPU usage was low, a video I found demonstrated the problem. In the clip, after trying to open Task Manager, Brave, and Settings, everything suddenly loaded normally. I also considered formatting my PC, but waited until I was confident it was a software issue before acting.

Probably a software problem. I’d save key data to an external drive and reset Windows by reinstalling from a USB stick. Avoid using the settings for the reinstall.
