My friends PC mentioned that after the power cut, when he shuts down in Windows, his PC doesn’t actually turn off. It keeps fans spinning at full speed. He thought it was a power supply issue, but he can’t see how that would be the problem. It seems more like a BIOS issue to him. What troubleshooting steps should we try?

Reset the CMOS might be necessary because an outage could have corrupted the motherboard or BIOS settings. It’s possible the system was left in an unexpected power state, which is normal but needs fixing. Likely yes.
