I've also been searching for Sandbox, but couldn't find it. I'm using Windows 10 Pro with the latest update from December 19, 2018 (KB4483235).

It was 1809, but they made a mistake, probably. I’ve been using another one for years now.

It hasn't been released yet. Expect updates in March or April for the next Windows 10 version. To access it now, join the Windows 10 Insider Program and be on the Fast Ring. At this time, it's at Build 18305 and in beta mode. Make sure to back up regularly and be ready to reinstall Windows if needed. Microsoft advises against using it as your primary operating system. You can also participate in the discussion here:

Remembered to note, you must use Windows 10 Pro (changes may occur, but currently it seems the Pro edition is required)
