It seems Windows frequently restarts after updates, even when you choose to update and then shut down. This behavior can be frustrating. Are you experiencing any issues or errors during the process?

Check if you're updating the system manually; the update might not be working.

Not relying on Windows since version 3.1 means updates might alter essential parts, needing a restart for full installation. That's the usual situation before, and I don't think Microsoft is changing that now.

Generally aligning with Thomas53's explanation. Some system parts can't be updated while Windows is active, so Microsoft uses a restart to apply changes before or during boot, then powers off after the update completes.

On Windows 11 the program often restarts twice, while on Windows 10 it typically only needed one restart.

They're talking about different updates that restart multiple times before stopping, focusing on the final shutdown phase which is key to this issue.

The issue with frequent restarts stems from another program relying on a different update that must be installed and registered first before it can launch correctly. The simplest method for any operating system to refresh its application registry is to restart the system.
