It doesn't quite follow that process. You don't purchase a license first, then make a bootable USB. The link provides instructions for creating installation media directly from the Windows installation setup.

Visit the Microsoft site, download the appropriate file for your desired version, insert a blank USB stick, buy an activation code (such as the $10 OEM option or the $100 from Microsoft) and input it during installation.
