I possess gigabit internet but experience speeds capped at 300-400 Mbps on Windows 10. I've checked speed tests via Speedtest.net and fast.com, and also tried Linux where I achieved up to 980 Mbps. This was done on the same PC across two machines with Windows 10 running in auto-tuning off, game mode off, drivers reinstalled and updated, and all updates applied. Any advice would be appreciated.

Ipref is displaying speeds between 528-675mbps across Firefox, MS Edge, IE11, and Chrome. The Speedtest.net app is also being tested.

You're unsure if this relates to the problem, but you saw many "IPv4 loopback" TCP connections in Resource Monitor during file transfer. It seems to be limited to one machine, suggesting the issue might not be widespread.
