I simply get the INF drivers, connect them using the same USB that runs Windows 7, insert the device, and then choose to load the drivers with INF options.
Download the file and place it on the USB flash drive. Load the drivers, then navigate to the extracted folder on the drive. Select the appropriate option (likely "OK").
It doesn't function because no signed device drivers were detected. Verify the installation media includes the appropriate drivers.
