I used an I9-13900k 4070 with ASUS TUF Z790, 64GB RAM at 600MHz DDR5, and 850W Gold power supply. After installing Windows, I enabled XMP before any BIOS updates or driver changes. Now the RGB lights are working but the system won’t boot. I’ve removed CMOS, replaced RAM, and re-seated the CPU—still no success. Please assist.

The DDR5 memory training sequence is well-known for its duration. You allowed it to idle for a significant period before stating your observation.

Your RAM setup is 4x16 with a 6600mts Corsair Dominator Platinum. You ran it at base speed without any issues. After testing, you switched to a 2x32 model which passed all memory tests with no errors and performed flawlessly on XMP profiles.
