ISO standards apply to both disks and USB drives. For USB, tools like Rufus are useful for formatting or transferring files. You can find more info here: https://rufus.ie

iso is a file created from a disk, usable on another disk or via USB. You can find it at Rufus: https://rufus.ie/downloads/. Use version 2.18 and select the appropriate BIOS mode during flashing.

Install only the selected drive and create a fresh installation. Remove any current partition on that drive from the selection area.

The only storage options are M.2 and USB. I cleared the M.2 drive and set up Windows multiple times over the past 20+ attempts.

He tried it too. I just installed the newest media installer onto my USB drive, leaving only the installer file, and the Windows 10 Pro version is what I'm attempting to start.

Besides a bios refresh and CMOS reset, I couldn't imagine anything other than a faulty motherboard.
