I possess a Dell 4GB 2RX8 PC3-10600S-9-10-F2 DDR3 and 1333MHz system. I wish to upgrade to a Samsung 2GB 1RX16 PC3L-12800S-11-13-C3 DDR3 and 1333MHz model. Yet, after changing the RAM, Windows fails to boot. The motherboard is an ACLU9/ACLU0 NM-A311. I’m unsure why this happens despite the compatibility appearing correct.

Check if the RAM is correctly positioned. Have you attempted to remove and reinsert it?

Your previous memory was a PC3L model using DDR3L, operating at a reduced voltage (1.35V) compared to the newer system (1.5V).

However, if the system is built for DDR3L, it could struggle to provide sufficient voltage for DDR3 or may face compatibility issues in other ways.
