Windows fails to start after inserting a PCI-E card while the PC is running.

Hello everyone, I had a long day and plugged my new PCI-e card into the computer while it was still active. The machine suddenly went to a blue screen. I turned off the PC and tried to restart, but it kept showing the same screen. It boots now, but Windows looks corrupted. The only actions that worked were pressing F1 and Esc, which both brought it back to the blue screen again. I recall one blue screen stating that a part of Windows was missing, mentioning "boot" in the message. This is the card I inserted. Any advice would be really helpful—I’m really tired and don’t know much about this.

Usb recovery is the top choice to restore the installation. You should be able to retrieve the files by connecting the drive to a different computer.
