It's a local account. The folder in C:\users exists and is set up for that user. Permissions should allow the account to access it. This issue occurs regularly, especially after reboots, though it can happen occasionally.

He doesn’t manage to reach the start screen or view his files, and it happens no matter how he restarts.

Determine if the issue is local or related to Microsoft. Proceed with the Windows installation disk if needed. Open Command Prompt, run sfc /scannow to check for system issues.
