I'm not expecting anything special – I don't have a fix to share. Yet, I've faced the same issue myself. When I turn on my PC*, everything seems fine until later, when my fans start spinning faster. Windows Explorer uses a surprising 20-25% of my CPU for a process I don't recognize. Once that threshold is reached, it stays consistently high. It's annoying because I can't identify the cause. I've checked various online suggestions, but they often don't work. Each time I try a solution, it seems to help only temporarily. Eventually, after a few minutes, the CPU usage returns to that level. I'm hesitant to commit time for another fix, but it's frustrating. You're the only one whose experience matches mine. Your last update was months ago – have you discovered a working workaround? Thanks for sharing this. *My specs: CPU: Intel Core i5 9600k (OCed @ 4.5Ghz), GPU: EVGA GeForce GTX 1070 Ti, RAM: CORSAIR Vengeance LPX 16GB (2 x 8GB) DDR4 3000mhz, Storage: Samsung 860 EVO 500GB SSD, PSU: Smart M Series 750W 80 Plus Bronze, ATX, Motherboard: Aorus Pro WiFi LGA 1151.*

It seems my usual setup works only when the interface is active. I thought it was standard, but I wasn’t aware it wasn’t until I checked the connection.

It has been a while since I encountered this problem, so I’m not sure what steps I took to fix it. Eventually, I managed to resolve it, though I’m not entirely confident about the details.

I also face the same issue. A temporary fix was switching to another user, which seemed to resolve it for about a year. Recently, the problem reappeared on the new account. I did this since I didn’t have time for a full reinstall. It appears to be related to the user profile. I’ll try ccleaner, perhaps it will help.
