You're experiencing memory issues with your dual-boot setup. Both RAM sticks are identical but differ in size, yet the BIOS and Ubuntu detect the full capacity while Windows 10 does not. The 8GB Corsair Vengeance 2400mhz DDR4 sticks function properly since both OSes recognize them. CPU-Z in Windows displays the complete 24GB, which seems unusual.
Windows might notice it but prefers not to deal with it for some reason. Have you considered moving them into different slots? If your board has four slots, think about swapping the pairs.
I've managed to start the system using them individually, and it functions properly. I also tested the remaining two slots, but the machine won't power on since they're labeled as slots 3 and 4.
