The system appears to have notifications even though Windows Defender is not active. To permanently turn it off, you may need to adjust advanced settings or disable the feature completely through your security options.

Can you take a photo/screenshot of the pop up you are getting? Windows Defender has never given me a popup about quick scan ever.

It's not a popup, it's a notification about threats found after quick scan. I no longer see it on notifications to take a screenshot.

Next time it returns, capture the screen and forward it. That will help identify and resolve the issue accurately.
