The voltage adjustment also has a standard setting for a reason. Changing it can raise the output voltage from the regulator to offset losses along the path to the CPU. If the monitor reads higher at the regulator’s output, that’s typical. Also, HwMonitor isn’t advised these days—opt for HwInfo instead. Remember, the VID shown in the monitor reflects the motherboard’s desired output level, not the precise measurement.

I guess what I mean is that I often see people suggesting arbitrary values for LLC, whereas for for Vcore there is a clear relationship between voltage and stability. Also, I said I was using HWinfo64, not HWmonitor?

You could set up an LLC by enabling auto-mode and let it handle everything. Many people mistakenly focus on VDD and LLC details, but when testing, push it to its limits without adjusting the voltage unless absolutely necessary.
