You can transfer the files to a blank CD or DVD, then burn it using a USB drive. Alternatively, some tools exist to extract Windows 98 from a USB and install it directly.

With the ISO details you have, it makes sense. Employ a USB boot utility such as RUFUS to write the ISO file onto the USB drive and set it to load during startup.

Many devices with Windows 98 support include a CD drive, making booting from it a convenient option.

I discovered a method using Rufus to install FreeDOS, then set up from there. It functions, though it places the installation on the USB drive instead of the PC's HDD. Any suggestions for improvement?

I successfully navigated the initial installation of Windows 98, but each time I restart the system for the next phase, it displays this message: Insufficient memory to initialize Windows. Try closing any programs using memory and deleting unused entries from CONFIG.SYS and AUTOEXEC.BAT before trying again. Press any key to proceed...
