It's disappointing that Microsoft hasn't improved font smoothing since Windows 8. The issue has persisted, making text appear rough and blurry. While promises were made for Windows 8.1, the results remain unsatisfactory. I personally didn’t like Apple products, but OS X’s rendering quality was excellent. Ubuntu also offers good font smoothing solutions. Back in the day, tools like MacType and GDI++ helped with this, but they’re no longer maintained or work well on Windows 8. It seems many are concerned about how text displays in Windows 8. 
Font rendering system (ClearType) in Windows 8 is identical to Windows 7 one. There was and is no complain about it. I don't think we are talking about the same thing. If we are, you should change your crappy monitor, cause text isn't blurry as you say. If not, then please elaborate, so that we can help you.
