Hi, I bought a Windows 8.1 DVD and was curious about how many times a key could be used. The price was $116 at a local store, which makes sense since it wouldn't be cheap to use it only once. I need a quick answer.

Just a note, you really went over your budget on that item—usually it should cost around $80 to $100.

The key is restricted to a single device. It may be possible to repurpose it (such as during a Windows reinstall), but you’ll likely need to reach out to Microsoft support.

You have the option to transfer the licence to another device. This is done by reinstalling and enabling it, though it is restricted to a single computer at any one time.
