It seems like a BIOS/CPU or Windows issue might be causing the problem. The same thing happens with two Gigabyte MOSFET boards, but only on Windows for the G3258 model. With the 4690k it works fine under both Windows and Linux.

Are you keeping an eye on the temperatures? Might it be slowing down because of the heat?
