The issue starts with the machine repeatedly switching between the desktop and Windows 8 Metro app, making the computer unusable. I don’t have funds for a new operating system, but I’m okay using it just for my Python/HTML workstation. I’m not new to Linux—I already run Ubuntu on my gaming PC—but the boot USB won’t load it. I’d love to format the drive with a BIOS fix, though I’m really inexperienced (16 years old). The laptop is a Compaq CQ58 if that matters. Any advice would be super helpful, and I’m open to getting CSGO skins too—though the chances are slim.

I meant quickly switching direction rapidly. That could indicate a faulty keyboard or possibly an issue with the USB connection. Have you tested another keyboard and USB port?

It's a laptop, and I'm not sure about the keyboard idea at all. The issue happened after an update from Windows 8 to Windows 8.1, so maybe the driver is the problem. I don't know how to figure this out, but if you have a command to format the drive, it would be perfect!

You ignore all information on the storage device and want it fully formatted. You'll need a Windows disk for this (though tools like gparted might help, they won't reinstall Windows). If you possess a recovery partition (such as an OEM drive), you can execute the recovery and bring the drive back to its original settings.

Start a Windows drive or USB stick, then erase all data and format it.

I don’t understand what you’re referring to. I have an Ubuntu USB on my PC, but when I plug it in and power it off again, it keeps loading back into the same issue.

It depends on your setup—some compact or HP devices may not include the IDT audio program by default. Check your device settings or contact support for confirmation. Booting in safe mode can help identify if the issue is related to that program.

I'm having trouble launching any apps, it takes about five seconds before it restarts to the home screen. Even file browsers seem to freeze unexpectedly.

In safe mode using just the command prompt? Switching to regular safe mode or safe mode with networking won’t change the outcome if the issue remains consistent with what you’ve seen before.
