I would switch to the Microsoft Basic Display adapter driver until Windows 8.1 is fully updated. Then attempt the installation. Their drivers work with Windows 8 for the RX 460, but I expect a missing dependency might appear after a clean install.

I just switched from an AMD 390X to a 1080 Ti, but recently the latest driver on my old AMD card caused Windows to crash. Use the WHQL driver instead; the non-WHQL one made my PC crash even after a fresh install. Also, I had this issue on Windows 10.
