I encountered this display after inserting my Windows 8 USB drive into a friend's PC... It seems to be related to some tools I used.

Basic steps explained. Three options:
1. On Windows 8 or 10, tap the Power icon in the start menu, hold Shift, and pick Restart. Keep holding until the screen appears after "Restarting..."—not works with some replacement programs.
2. Turn off your PC while it restarts three times fast; the screen will show up once startup repair finishes.
3. Open Settings (or Settings in Windows 10), select "Update and Security," then "Recovery," and click "Restart now" under Advanced startup.
