I purchased an Ibuypower PC three years ago and have been gradually updating its components. Now I’m considering replacing the CPU and motherboard. I’ve heard that I can wipe my hard drives and reinstall Windows 8 again. The store suggested using a reinstallation DVD, but I’m wondering if it will function properly after clearing my drives or if I need to get Windows 8 from scratch.

You don’t need to reinstall Windows when upgrading a CPU or Mobo. If you want to free up space on your hard drive, just back up your essential files and then reinstall.

Don't rush to assume he doesn't need a reinstall. Windows activation usually doesn't tolerate changes to the motherboard, so it might suspect your key is fake after the switch. Do you have a Windows 8 sticker with a key somewhere? With some luck, you won't have to reinstall, but if you do, you should be able to use that DVD and the key on the sticker to get back up. In the worst case, you might need to contact Microsoft and provide the key for them to resolve the issue.

Yes, you can proceed by removing your current hardware, swapping in the new components, restarting the PC, and then inserting the CD.
