I located the issue. On the initial site for troubleshooting, it mentions this problem could arise if you have Windows 8 installed or previously had it, which you're dual booting with. The Windows 8 bootmgr takes precedence over Windows 7's. How can I restore the original Windows 7 bootmgr and place it above the Windows 8 bootmgr? Or maybe just remove that option?
It's unclear exactly how you achieved this, but it seems the bootloader was corrupted and then restored using Windows Media on an USB drive, which resolved the customization issues.
