To truly change the look and feel of Windows, you must replace Explorer, the shell, associated DLLs, and Window Desktop Management. No single replacement exists for any of these components because setting them up is extremely difficult, likely causes software failures, and may break reliability and stability. Expect issues with file transfers, permission handling, and other complexities. Updates will almost certainly break existing setups, which is why few people attempt such changes.

As an alternative, consider a tool that functions like a menu system, similar to Steam Big Picture, starting from Windows for smoother navigation. Rainmeter might work with this approach, but otherwise it may require custom coding.
